The problem is how do you answer this without excalating it. K: I think you should deliver this to Dobrynin towards the middle of the day. S: I had in mind around 2:30. I will say here is the President's answer. K: We might have a reaction. S: I want to talk with the Secretary in light of the press tomorrow morning. He would not do it without the President. K: As I said Sat. , it is one of the times when State - WH relations are as close as they can get.
