State of the World. We don't want to compete.
F: No, we don't. If that's for Monday then we can do the other on Tues.

F: I am concerned about things -- Every time we talk to State about
Latin America they just ooze out the side.

support Newsome being made Asst. Secy.
K: If yo u think Newsome isn't soft --
F: I was told the other fellow was softer.
K: They are both softer.
F: Are we in trouble?
K: No, but we can be.
F: I continue to feel that our friends we ignore and for those we cannot
please, we bend over backwards.
