I don't remember if you were the one who thought we had an excessively hard line against the Soviets H: I raised that. K: The tone that was conveyed was hard line. That's far from our intention. If you read that part before the Era of Negotiation, you will see. H: Let me go one step further. The story I wrote last night is really related to this but it is not an editorial. It takes up missile balance. This is a real issue and relates to the ABM. K: That's perfectly true. The problem we are trying to get at with the Soviets is to convey to them we want a solution to the problems but not kxxxx overlook the problems that divide us. And that's a very delicate balance. H: I don't understand the inner meaning. I felt in reading it that thick you wanted the public to understand. I found a general statement that while we made some progress our relations with the Soviets are generally unsatisfactory. K: They are far from satisfactory. H: There are comments on the Middle East and other areas. Your reaction is that this is realistic K: We need to have negotiations and ? ? ? ? ? ? ? ? H: The stories should be balanced that we K: If I didn't respect you, I wouldn't call you. But it seems (?) you are a thoughtful and serious writer. H: I was stnuck by the comments made in that part of the report. I thought it was useful to talk it out and I thought your response was helpful. You said to keep the whole timing in mind. Another thing -- we got information that all of you may be taking a trip to Vienna in April. K: There's no plan that I know of at all. Maybe the Secretary of State has that idea. I am not aware of any plans of his either. Certainly we have no plans for going there in April.
