K: With respect to that issuex we discussed before. I am still trying to see
the President. Just so you know and I know . Look at the memo of Nov. 265
27, 1969, NSSM 80, which exactly lists what we proposed to cover. The
first paragraph said the President has dictated a review of American foreign

policy ? ? ? ? and then asks for Dept. to submit drafts and report by
Dec. 27, which we never got. We never got this. Remember, at a lunch
you said it could hardly be possible that you haven't heard this.
R: I remember the memo of Oct. (?) 27.
K: We didn't sneak anything by you.
R: The problem wasn't that XEXEX your weren't in line.
K: We have no problem with Defense. We are working with them perfectly.

K: That must go in. The Interdepartmental Groups don't indicate they are
chaired by State,

The other is to ask Cargo to look at the document from the
standpoint of how a relative emphasis between the two documents might X be
worked out. We are proceeding on these lines.
K:
Very helpful. Do you want someone to work with Cargo from our end?
Haig or Lake. Pending the more fundamental approach, let's get that
done.
