TELCON M. Green/Kissinger 3:45 pm 2/11/70 G: I was just calling about Thanat Khoman coming to the States. I had lunch today with Jim Linen. He has been out there and he told me that Thanat Khoman wants to come to Washington especially to see you. He didn't say what he wanted to say to you. But with your position K: You know how to talk to me. G: I wouldn't know if you saw the The Ambassador here said he . didn't plan to come to Washington except if there were an emergency. A compelling reason in the offing. Ungar came back saying he would be miffed with that. I W explained you would, like to see him but there's nothing extraodinary to bring up. When Ixex talked with Linen he said he tried to call you but you were out. He wanted to say to him that you would be gald to see him and then back channel to Len. Then he would know he could come down. If he comes to the States, he will give a speech in NY. It's a big speech and if he feels he is not well received he may take off on the U.S. but if he gets a good reception then he will give a better response. K: Why don't you do that? G: Fine.
