KAK: Elliott Richardson called me and said he was going to call you about
that article. I said I have already done it.
K: I misunderstood. He just mentioned it to me.
HAK: I don't give him the content of my conversations. Hewas going to call
you and aay it was unfar. I thought I was keeping him off your back.
K: I wanted you to know that I was mystified but I was ready to wait. I don't
undeestand your relationship on this issue with the President.
HAK: I can't provide a check list on what I recommend and what I don't. When
I know a Presidential view then I have to see that it gets full consideration in
the bureaucracy. Not that no other view can get consideration but that view
must have my options. Whatever you want, , I cannot state a personal view
different from the President
K: That's what you were doing.
HAK: I don't remember I was trying ? ? ? ? and a rational for our program.
They were only a partial explanation of what he is doing. He was asked about
area defesne which was unfortunate.
K: He was asked
HAK: If they had been anticipated he should have given the whole rationale.
The problem arose that he had changed his rationale back to Sentinel without
the Sentinel circumstances. The second point he wanted to convey, I don't
know if you have talked with Paul Doty, ? ? ? ? the
going into the
issue.
K: Do you know Paul's views?
HAK: Yes, and they are hostile. I enormously respect him. They would be
opposed. I can safely say his view would be to hold up.
K: Of course
AHK:: I wanted to make the point that Paul agreed
K: I wanted you to know that he and others had not given you a frank opinion,
and it bothered them. They felt it had been fuzzed over.
