H: I kept reading about it.
K: It's authorship is ascribed to various people in the bureaucracy. I can
see Johnson will not have a monopoly on fiction.

That's what I was reading and we didn't see State until it was finished.
We are having a meeting on this today onB-52's, and I think you should
attend.
H: I would like to.
K: It's something we want to hold closeand no excessive staff preparation.
H: 3:30?
K: Yes. You could give a 5 minutes briefing on the situation.
H: On Laos ?
K: Yes. The President's view is to lean toward giving authority. You know
what the others think. We need to set up an authority SO it doesn't have to
be done everytime.
