R: I bring you a small problem. I have a memo here from AF with regard
to an export license for Boeing 707 to Portugal for troop transport.
K: We can't do it while the Secretary is in Africa.
R: It's within the scope of NSSM 38.

R: It doesn't appear that there is. You don't need anything?
K: X I don't need to make a showing of inefficiency. You will get the rest
of our papers tomorrow morning. We have a typing problem. You will not
have any problems. There may be a little overlap. Yours goes into more
detail.
R: Kind of "My Year in the State Department. II
K: It's like the McCain briefing. He said this year, Mr. President, is
Thailand (?). We don't go far beyond that.
