TELCON Safire/Kissinger 9:30 am 2/10/70 S: I have been getting misives from you. I see that Ron has announced that it will be the 16th or 17th. K: What good does it do to announce the day we are heading for? Why? We don't want the Democrats all geared up. We will have to do it early next week. Laird is making his later next week. We have had to do this on our own because the departments refused to cooperate. They are putting out competing reports. S: Can we make sure they are supplementary reports? K: Yes, we can. Could I have most of your comments by Wed. night? S: When do you go to Key Biscayne? K: Wed. Night S: I have 1/3 of it. K: Let me know when you run out of things. You will have more this morning. We have to put it to bed for typing reasons by Saturday night. S: I should come down on Friday. K: The President has read xlx it already and he likes it. Don't make any major revisions. S: It's not turgid but not desparately interesting. A newspaper man would be pressed to find leads in it. Could we find find substance paragraphs and turn them into more interesting stuff? K: We need a 5 page summary that would be more interesting. S: Who would put out the summary? K: We will. S: Maybe the President could. K: This document is signed by the President. S: But a summary from the President would be much more countable (?) then a summary of what is written.
