The Sisco one. I haven't shown it to the President yet whether you should call in Dobrynin. I should think the President's instincts will be to let Beam do it because Beam complained about not having enough. R: I would support that. I wondered whether I should have him change that. K: I don't know where the President's views will be . I am leery of channeling everything through Dobrynin. In some cases there is an advan- tage in having it go through someone who doesn't have all the details. He is less flexible. And there is some advantage to having things go directly. Finally, AUDA. I haven't seen that cable you referred to. What instructions were you talking about? To Bea m? R: yes a cable to Beam Gerry was away over the weekend. I talked to him yesterday and told him that I had questions about it and didn't want to send it to the WH in that form. The upshot was that he was going to talk to you in general terms. K: He hasn't done it yet. He (the President) is restive with the Advisory Committee of ACDA. He feels that if it had been run as it was told it would not have gotten out of control. They are taking testimony and only to embarrass him. Our impression is that while ACDA did not encourage them they didn't discourage them. R: They felt that, based on my talk with Gerry, it was exceedingly hard to do. K: What the President meant to say -- he wanted to put to them that he was flexible on MIRV and ABM. But he didn't expect them to make separate studies. We will make new rules so that they cannot interpret except through written instructions. We are not unreasonable on his negotiating. R: On Gerry's account, I saw a memo from Cy Wise who had had lunch with Gen. Allison and he went out of his way to say how faithful Gerry had been in Helsinki. K: In Helsinki he was. This President reacts badly on what he considers bureaucratic ploys. R: I will talk to McCloy. K: The President will be talking to him tomorrow.
