Secy Laird
3/10/70 - 12:00 Noon
L: I wanted to ask you a question about whether you knew and
the President knew Admiral Bud Zumwalt, in charge of our
Naval operations in Vietnam.
K: No.
L: He is the person I lean towards for CNO. He is down the rank
a bit - a Vice Admiral.
K: I don't know the name but I don't think it's a bad idea to go down
a few ranks.
L: The President thinks SO. Zumwalt is in town. I wonder if you
would mind talking to him.
K: I would like to.
L: He can brief you on Vietnamization of the Navy and you can size
him up a little bit. I would like the President to meet him. He is
in town just these two days.
Ki: I know today is impossible for the President. Let him see me
today and I will ask the President about tomorrow. We could do it
by telling him to talk to him for 10 minutes about the Naval situation.
L: This guy is a great guy. He is the best of all the Vice Admirals
we have. There is no 4-Star Admiral I can recommend.
K: I can't think of one.
L: He is a young man, 52, which is young to go into this job, but
he
has bxexexix had several assignments in Defense. At one time was
Military Assistant to Paul Nitze when he was Secretary of the Navy.
He was in charge of Policy Planning in ISA.
K: I can see him at 6:00 today.
L: I will set the appointment up.
