I was thinking of (1) doing the thing we are doing at present, (2) some large thing, but not for investiture of the sanctuaries, (3) all-out investiture of the sanctuaries. W: I just found a note here; the troops on the 31st were 25 hundred. K: I am thinking of a larger lever than present, 75 hundeed or 10 thousand, but short of a full-scale campaign, but enough to bring great pressure. W: The first lever would be 35 hundred, and second 75 hundred to 10 thousahd, the third level an all-out campaign. K: Yes. He will probably choose the second, if that makes any sense. W: I think that makes sense. K: Please tell me if it doesn't. You are in a better position than anyone to know the trouble field marshalls in Washington can make. W: Let's put it this way. It's essential to do what we want that we deal in dividion-size force; probably 10 thousand men. K: Right. If that case could be made this afternoon it would be a great help. W: If we don't talk in these terms we won't get the results we seek. K: That's what the President wants. How quickly can they move over there? W: In four or five days. Would provide division K: You can do two xxxxxge-size operations. We just don't want xx at first to completely occupy the sanctuaries W: We could have operations to put two divisions in two different areas, or maybe three. K: That would be fine.
