Laord/Kissinger 12:35 pm 4/21/70 -3- L: We have one going right now. K: A plan is an ARVN movement into Cambodia. Hewill tell you tomorrow. L: ? ? ? ? ? ? ? K: He wants that plan in a preliminary form this afternoon. L: I think these excursions have been worthwhile. K: You have have that plan to us this afternoon? L: I think I had better talk to him this afternoon so we are all aboard. The state of their backgrounder this morning is that we are moving at a rate of 12, 0000. I want to say we can do 60,000 by election time - - I dont always want to be the bad guy SANX in government. We are ending up with a monthly rate with the momentum of the program. I want to say we will maintain momentum but not keep books on the numbers. K: That's what hxx he wants. L: Abrams does not feel it would be difficult by 35,000 by the end of Aug. McCain doesn't but Abrams could live with that. He objected to 50. Hx I used 50 because the President directed my people to put that out. K: He wants that DMZ strike started. L: There's not much in supplies in that pass and we would like to wait for a build up. We can take out the AA but I would like to take it on a day with a lot of supplies. K: He is most anxious to show them things might be getting out of control. L: Today we could do good work with 52's in Laos. K: Lets. L: We will hit them tonight. They are good today. This other may be good tomorrow. I K: Do that. And the tack-air in Cambodia. L: That started yesterdayx out there. K: How deep?
