K: I told the President about the cable about the Embassy problem
having to do with Phnom Penh. He blew his stack. His instructions ase
no one moves without his permission, no matter what happens. There is
to be no further discussion of this subject without his approval and no fur-
ther planning to which the Cambodians might catch on. This is to be car-
ried out this morning.
G: No preparations that the Cambodians might catah on to.
K: That's right. And Marshall a personal note. Don't appeal this;
it would just make the President madder than hell.
G: We won't.
K: He brought this up himself. He read it in a wrap-up.
G: We're at the point in Phnom Penh where there's a danger of a direct
attack
What about dependents?
K: You can't move embassy personnel.
G: We've got 5 dependents there.
K: I have no instructions atixeron them. He wants to make sure our
presence is maintained there. My advise is to take it easy on the dependents.
He doesn't think you did wrong, xhx but this is the way he wants to play it.
G: Beyond those two points, which don't conflict
K: Just make sure they don't move personnel.
G: That includes dependents. They would catch on. XThe Japanese
and Australians are moving their peopde out.
K: Let me check with one of my people who was there. [K turned away
from phone] Don't worry about the dependents.
G: I am going to see the Australian charge in about 5 minutes. He is
goingto tell me the Australian attitude about it. I think we have to be pretty
honest with them. Could I have the authority to tell them about the special
message sent to Lon Nol?
K: About outr willingness to support
