K: I'm working up to a nervous breakdown.

L: I think hexwill have to talk to the President. Herb Klein wants me to go on
these news shows and meet the press and I can't do that without -
K: There's a meeting at 3:00 tomorrow with Rogers, Helms, Wheeler and you
and I.
L: I want to speak to him privately. He has layed down fiscal (physical
guidelines the toughest of any. He thinks we can shift between personnel and
shipbuilding. If he gives the military the idea they can wait until the end, we will
have a tremendous supplemental which I don't think we can get approved. We are
now 100 percent over the rates that are in the budget. I can't get rid of people
in Europe or here but I'need that personnel.
K: You don't have to wait until next year. There will be a withdrawal this year.
More next year maybe but
L: According to that Nov. thing you have to have ? ? ? ? ? ? . I would like
to show you the transcript today. The press is beating us over the head wanting
to know what this means,
K: We will take out significant numbers this year and next year. But we will
not say which or they will murder us.
L: I have to go to Abrams for a plan he has based on guidance I have to give
him given KXXX me by the President.
K: The President doesn't intend to have 50, 000 troops out by Aug. 15.
L: What would he approve?
K: 60,000 out this year.
L: If it's Nov. or Dec., forget it.
K: 60 by Nov. 1 and none the rest of the year -- that's ok.
L:
I
have to talk to him. He has to give me assurance that he will give me a
supplemental.
K: I think he should understand and we meet to sort it out.
L: I don't think he understands it. He made the guidance on the budget.
