Marty Shram/Mr. Kissinger
7:28 p. m. , April 24, 1970
K:
I was told you only need 60 seconds, and that is all I have.
S:
I will only take 50 seconds. I was told yesterday by two
officials, neither of which is as high as yourself [K said, "Who is? "],
that on the Wednesday before the Thursday on which the President
originally planned to give his speech on further withdrawals, he had
planned to announce merely another increment of withdrawal of XX,00XIX
50,000 -- that the change was made after the Thursday speech was
cancelled. Is this correct?
K:
No. I don't want to go into what was made, but the President
almost never improvises.
S:
Even if he delivered the speech on Thursday, it would have
contained the figure announced on Monday?
K:
Yes.
S:
That means I don't write a story tonight.
K:
I hate to do this to you, but there are not too many who would
contradict it.
