TELECON The President/Mr. Kissinger 5:34 p. m. , April 27, 1970 K: Mr. President, Senator Williams is coming in at 5:45. P: As soon as you finish with him, you can give me a call. Understand you are not to reveal anything. K: I will give him a briefing on what is in every base area. P: Also tell him about the enormous aid request and say, "Senator, what do you think we ought to do?" You hope by the end of the day to get something from Saigon? K: They began working on it by 3:15. As a Presidential request, they want to be very sure. P: Did you talk to Mitchell? K: His view is that he cannot imagine they did not know you were considering it yesterday. It was the only new thing being discussed yesterday; in fact, he said Laird waylaid him and warned against the COSVN and said he hoped you didn't do it. Mitchell said Laird understood it. He is standing by to meet with you tonight, if that is what you should decide. P: Assuming we will have the message, of course. K: They were told to have it tonight. You might want to reflect overnight on it. P: That is better, actually -- to let them off the hook tonight. Give me the message and I will think about it and talk to them tomorrow. I have to make the decision. Get the message and I will talk to them in the morning. K: Yes. You know their views. P: I want to get it in the context of what new evidence there might if any. We will see where that lies. K: Do you want to set a time? P: Yes -- we will set the time for 9:00 a. m. It will give me a chance to read the message. You haven't talked since to Wheeler? or anybody except Mitchell. K: And Helms.
