K: Sorry I have been SO slow in calling you back.
F: I have a couple of points on external relations. I'm going to talk to the GAC
tomorrow afternoon and I want to be clear about the restraints. They don't have
the NSDM.
K: I would give them what we gave the Senators. Give them a general feel for
our position.
F: Right. You will not be able to go?
K: I may not be able to. You get my vote.
F: I have been asked by Lehman at the WH to participate in a conference with
Daughry (?)
K: That's up to you. I have no interest one way or the other.
F: I understand Laird and Foster will be there.
K: If they are, maybe you should be.
F: The line we have gone on is our furthest position. The line I can use is our
position on SALT. I have an inquiry from Gerry -- is there any background he
should go on re the press moratorium.
K: For your own private information, Laird claimed that some people had told
that to his embarrassment so he put out the directive but don't meniton any names.
F: Gerry just wanted to know.
K: We weren't given any names but it cannot be refused when a Cabinet offier
asks. The President feels well about what they are doing.
F: You had word about that they will have only one meeting next week SO their
representative can go back for May Day. The other item that will hit us is
interest by Congressional people in what is going on.
K: I think we have to do a briefing, don't you?
F: I think after the presentation tomorrow we probably should. The only
troublesome thing is the position the Soviets came in with yesterday on the
ABM. We can put that in perspective.
