TELCON Laird/Kissinger 1:00 pm 4/27/70 K: I wanted you to know that we are delaying the execution of this for 24 hours, until Thurs. night. L: OK K: To give us a chance to look over the cables. sent L: I waxit the references over for the cables and on the 30th you will note that the option was for Cosvan and then Parrot's Beak. #704. That was initiated here. The reason that Abrams didn't come before with that -- they went back out and asked him about that. It wasn't his origination. That doesn't make any difference. The point that I make and Bill fails to realize this -- If you have Americans there, it doesn't make any difference which operation. So that doesn't hold up too well. My objection was to that last sentence, K: That's changed td'coordinating authority." L: I should hold up -- K: You should continue planning and continue with a jump off date 24 hours later. L: I wasn't prepared folix for that meeting. I didn't bring the wire and I didn't know the base area Abrams recommended. K: What was it? L: Parrot's beak and 704. K: I will call you back. I have Bill on the other phone. Further conversation: 1:07 pm K: On this thing L: I xxxkixxex really cannot get over that meeting this morning. I was not prepared and I would have brought those cables along. You know what they mean. K: I am getting restive that people are implying the President isn't getting all the information. What do you think they say? L: It recommends Cesvan or Parrot's Beak and 704. It does not recommend Cosvan and Parrot's Beak in that meesage. That didn't come out until later from Abrams. Then we have the cables in which Abrams ways he can do both. You know the situation -- the March 30 thing.
