Laird/Kissinger 3:45 pm 5/2/70 -2- Who K: This is frankly a military type leak. kkw else would give a damn about planes? L: Let me talk to Henchen. We will have to handle it in Saigon about it being north and a plane shot down. Tell Frankel that we lost an aircraft and we fired they at our aircraft along the DMZ. K: How about those other three things.? Should we stick with them that were authorized yesterday? L: I think we have got to. Darexxxxx Don't you? I hate to back off right know. This is really a Public realtions thing. Could Hencken talk to you? Dan handles it well but I've got to talk to him. K: Will you call me back? L: Yes. Further conversation: 4:03 pm L: That story is coming out Hanoi. K: The first story came out of Hanoi. That's OK. We were just sending them over to Defense. Then Frankel called in and said he had hot poop from Beecher on 134 planes. L: That's the story their newspaper is using. Their reporter wa S in the strike zone. We are using the protective reaction story. K: I have the orders here. You should say it was made in accordance with protective reaction. They were authorized now. L: I think we should slip the other 24 hours. K: It's probably underway now. L: One but we have two more going. K: You're right. L: We are going to have to put a closer -- there are ways this could have happened xxxtx without the operations order. The 134 is the night newspaper story which the reporter said he observed. I will have Dan call you and put a hold on everything.
