L: I did XX too and I found out that I understand now that Dave gave an indication
that he supported that message and didn't have a chance to read it. My problem
was to get them on market time to use as much Vietnamese as possible. The
telegram said 50-50.
K: The only direct communications with Moorer was to alert him that a joint
message was coming.
L: I talked to Vogt. My problem was on market time operations. I got the
wrong dope. Who I got it from was Dan Hencken. I non-concurred on
this because you said you only wanted U.S. advisors. I talked to our new
Chief of Naval Operations who said VN could do it with a few advisors.
Alex will send out corrections to the press guidance.

L: Fine. Ford and Fisher said the important thing is to deliver on this. We
will take him (the President) at his word. I understand a meeting with the
Governors went well.
K: There was a standing ovation.
L: Cronkite put on the controversy between Agnew and some governor.
K: The press is out to kill us.
L: I just don't want the people to have the wrong information. It will be a SVN
operation.
K: That's fine with us.
L: They can do it too.
