L: I wanted to come in and talk to you about Cambodia. I'm going through
statements by high government officials, Laird, and the President and I see
variations. What's going on?
K: Maybe we are confused. Each is perfectly clear in our minds but we are
disagreed.
L: Is there a disagreement?
K: No.
L: ? ? ? ? air support and logistical support. Laird also this morning
and last week left open the possibility that we will continue to give support
in Cambodia. There's a flat contridiction here. When I read your briefing
it seems you are mor in accord with Laird than the President.
K: Every senior official seems to be in a split with the President.
L: Can you give me any help? That's what I wrote.
K: Rose Woods goes in and makes the decisions with the President. What's
the problem.
L: The President is asked on May 8 ? ? ? ? ? ? ? ? and he says no
they dod't. He would expect the SVN would come out approximately when we
do. When we come out our air and lag istics support will come out. Then
read Laird. This morning on TODAY SHOW he was asked if American advisors
will stay in Cambodia with SVN. He says no. Then he goes on to say that
the President has made it clear with the Nixon Doctrine to give these countries
assistance. Air and sea support. A long passage on how the SVN and Cam-
bodians must and will cooperate to fight off the enemy in Cambodia. I see
a contradiction there.
K: You want us to write a precise scenario. The NVN X will march into
Phenom Penh and everyone will be glad that we gave a precise scenario. We
don't want them to have a plan of what's going to happen.
K: You have already gone SO far.
K: That's where we are going to stay.
L: In the meantime there's some validity.
K: We know what we are going to do and there's no contradiction. They will
