V: I was in a conference which I wound up quickly.
K: I'm returning your call of yesterday. Sorry I didn't call sooner.
V: If your days are anything like mine with Cambodia piles on top, I know it's
very heavy. Some time back you said the President had approved for me to
visit the Soviet Union.
K: He didn't approve a time.
V: That's what I'm calling about kx now. I only want to suggest that if 1)
should I make such a trip that it would seem to me you wouldn't go without
taking in other East. European countries and 2)? ? ? ? ? ? ? The
Ambasssador in Romania has asked me several times to come -- they are
very interested in road construction.
K: On the Soviet Union give us 10 days after Dobrynin is back to see what they
say. Romania is fine.
V: Besides Romania and Yugolavia we have no arrangement with Poland but
the Ambassador from Poland to the U.S.
K: We have no problem with East European countries.
V: Czechoslovakia or Bulgaria wouldn't be wise. Let me work on a time frame.
There are times when I have to be here. My present plans XXXX indicate that
I could make this trip about the first 10 days in Aug. That's my timetable but
it may agree or may not.
K: With Eastern Europe you can do that on your own. The Soviet Union I will
let you know in two weeks.
V: That would give us two mont hs to make arangements if we decided to include
the Soviet Union.
K: The issues are entirely foreign policy and has nothing to do with your dept.
V: You will give us your determination and we will go with or without the S. U.
