HAK: I was very impressed with that fellow (Suharto). He has come a long
way in a hear. No question about where he stands.
Pres: No question about where he stands, or where he thinks we are headed
or what we ought to do.
RAK: I think what he said about the Ambassador's attitude when we give
military assistance was troubling.
Pres: They whx should provide assistance and we will replace it.
HAK: They can modernize
Pres: Let's get going on that subject. I assume they are following up on
getting some captured equipment over here.
HAK: That is being done. I had a meeting this morning. It is being done.
I didn't realize how intensely interested they were in Cambodia.
Pres: Of course. This fellow is ;no Marxist. He is a strong military guy.
HAK:
He believes that if you hadn't moved into Cambodia,
it would have been lost down the drain.
Pres: What else is new?
HAK: We have gotten some long reports from Haig which we are summarizing.
The important thing is that they XX started some infiltration, and ??????
They are still moving fewer people than we claim to have eliminated.
Pres: More important is that this is no different from last year.
HAK: Infiltration is higher but their losses are about 10 times as high. They
almost had to do something.
Pres: All the other things that we have ordered, are they going forward?
The South Vietnamese are continuing their activities? What was this report
Zeigler asked me about. A $7 1/2 million program?
HAK: Under the law, all these things we have sent over have to be reported
to the Congress within 30 days. This was just a report to the Congress concerning
what we have already shipped.
