K: That's fine. The President will probably approve something like that
today.
R: I gather that Mel's comments are inaccurage. It's about 40 km. to the
river.
K: I took his word for it.
R: He says things so carelessly.
K: That's being kind.
R: It's not argumentation but letting the President know what we are talking
about. The shaded area is pretty big and the thing that troubles me is not
Abrams but the AF people . They can figure out targets.
K: By holding down the total sorties whatever they hit there they can't hit
another place.
R: They have been hitting the Ho Chi Minh trail so much this will be new
training exercise. Marshall Green sent up a great thing that
kept emphasizing was the number of domesticated animals they captured.

K: Vogt kept saying it's/in the planning for months -- in the briefing
(on the Hill ? ).
R: Mel keeps saying it's his plan. On this one I think it's really not the policy
but the effects that are important. If they find concentrations of the enemy
they should hit them, there's no question.
K: Let me see if I can find something in the appoovl.
R: Yesterday I got the feeling the President felt there's a disagreement about
policy. There hasn't been. Hewas the one who stated the greatest restrictions
on the SVN.
K: He and I talked briefly after the meeting and he understood where they
came from and not from you. ? ? ? ? ? We can't find targets and you
thought we should get together to sort it out.
