TELCON Gov. Rockefeller/Kissinger 11:35 am 6/3/70 R: I missed you last night. K: I went to a birthday party for myself. R: Did you get to be 40 yet? K: I'm aging fast. R:: I have two ideas. I called John Mitchell when I couldn't get you this morning. I want to talk about NY State politics and especially in regard to the Middle East and problems at home. I don't want to make a statement that will cross him up. I don't want to make a problem that's obvious or go to the M. E. like Goldberg. So I would like to know just before he announces on the planes. K: He isn't going to announce it but just do it. R: Will someone know it? K: The other side will. R: Why not tell our side than? K: Because the radical Arabs can use it. We have some fantastic opposition in the bureaucracy. R: Maybe I should talk to him. That's why I put it on a political basis. K: It would be a good idea. R: I talked to Javits. He made the point that unless NATO stands with the President he will have a tough time WV th the Soviets. And if they take over the oil, we will have trouble with Japan and I think the President . will have to mobilize NATO. fisting K: It's useless. It cannot be done. You can only mobilize them to and the Israelis. Their theory that ? ? ? ? ? the Soviets active. R: They will be more active. K: I don't have to be convinced. R: I would like to really talk to the President about this. I don't want to do it on public statements. I don't want to scream it him publicly.
