Johnson: Have you seen Phnom Penh 1143 in which they are attacking ???
HAK: Yes.
Johnson: I have talked to Packard - I was planning to go back out with a
message saying we should go very slow in giving them any advice. I must say
this marks a big leap to the ??? It is hard for me to believe the enemy
could
have much strength there but as to whether they should resist or abandon the
town, I don't think we want to tell them what to do. This will shake up the
Thais. If they and the Thais get together, it is their business.
HAK:
But how are they going to interpret our not doing anything?
Johnson: They haven't asked us to do anything. We simply say these are
decision you have to make. They have not formally asked for advice.
Rives said he hesitates to offer advice but would appreciate anything the
Department, Saigon or MACV might have. I was going to ask in this message
any views or recommendations MACV might have.
HAK: We have no forces there and there is no air support.
Johnson: The Thais could lfy air support if that is practical.
HAK: Why don't we look into that because I know that will be the first
reaction of the President.
Johnson: Well, I could ask Bangkok if they have any information on Thai
thinking. I don't think they use air support there because they haven't got any
ground controllers and enemy can always retreat into Angkor ruins and nobody
wants to bomb that.
HAK: Oh no. No doubt about that. It would just shift some of the responsibility
to the Thais for not doing anything.
Johnson: OK, I can ask Bankgog Bangkok if they have information on what the
Thai intentions are
that
HAK: And what they could do in the way of air support, recognizing/the dis-
advantage of bombing the Angkor Ruins would outweigh any possible benefit.
