H: Rogers is calling and says he needs to talk to the President about the Under
Secretary question and his trip to VN.

K: It's just intolerable that he never discussed with me anymore.
H: The Under Secretary thing he should discuss with the President since it's a
Presidential appointment.
K: But he should discuss it with me -- after all I have to work with the guy.
You can't stop it but it's intolerable. Then after he talks to the President he goes
to the Dept. and says what his orders are. Laird always discusses with me
and I tell him to go to the President. But there's nothing you can do.
H: There isn;t. We had no attempts over the weekend.
K: If he said what I am going to discuss with the President and what do you think
about it, I would say go ahead. He doesn't work as a colleague with me. I have
killed myself trying - 00 going over there, memos, etc.
H: I will see if I can play this back that we. But if everything went right it wouldn't
be any fun.
