Telecon Novak 6/22/70 8:50 a. m. K: Sometimes when my paranoia reaches its peak I think there's a plot going on. I have never seen the Brooke letter--to say I have opposed it is an absurdity. For your own information, I wouldn't suffer any pain with it. I have never seen the letter, known of it, expressed any opinion or been in any conflict with it. To say that I opposed it is an absurdity. These things are easy to confirm you know. N: It was given to us on such an open and shut basis. K: I never xxxxxxxxxx tell anyone what I advise the President, that you can be sure of. In this case I didn't advise him because I didn't know that it existed. I never make public what I say to the President. I can't have people making a checklist of where I stand. N: Well, I'm going to call the fellow who told me this. K: Whoever told you this is a liar. This isn't a case where my views were ever solicited. I didn't know that the letter existed. And I don't think the President does; if he does it came through political channels. My thoughts couldn't have been misinterpreted because I didn't know about it; I had no thoughts on it. N: Well, I got this from Brooke's office and they said this as a flat thing. I believe you; obviously they were giving me an incorrect statement. But I talked with other White House aides--on the political side. K: It may at this moment be in my staff, but it has not reached the President yet. I was at a meeting of the senior staff members and none of them knew anything about it either. This makes it look like there's a big fight going on and I am going to be overruled. That's not tune. XX AT: Well, I regret it and we should have checked you, but it was given as such a flat statement. K: You can assume that when people tell you what my position is they don't know.
