R: I need your assistance and advice. As you know, the 25th Anniversary
of the U. N. is being celebrated in San Francisco. I thought I had protected my-
self by getting an engagement in the southern part of the state, not having to be
an enthusiastic supporter. But pressure is mounting to go and say a few things
on behalf of the state of California. I thought I would have to say something like
'I am pleased to welcome you here. Many who came here before came with a
great dream. Candor forces us to realize that that dream has not been realized.
Perhaps it's fitting to renew our pledge here to that dream by retracing our
steps, finding where we turned wrong and revitalizing the dream. I
K: I think that would be a good grace.
R: The President was more successful than I in avoiding this. I am wonder-
ing whether to duck it and take the hear from certain circles or to say what I've
said to you.
K: As far as the Administration is concerned, you would be correct in
accepting it. We are giving a dinner for U Thant while he's here. As Governor
of the state it would be difficult to duck it and would be taken as an egregious
provocation by the people not for you. The thing you have in mind is appropriate
and in no sense provocative and correct.
R: My supporters wouldn't like it if I were going in and saying everything
is fine.
K: And it wouldn't be honest. You are saying the dream hasn't been
realized. That's a very moderate statement.
R: How are things in your part of the world?
K: I thinkwe are coming out of Cambodia very well.
R: I just had a visit from three young Vietnam veterans. One of them was
wounded; work is still being done on his arm. They, on their own time and with
their own expenditure of about X $200 have established a'hational committee for
a lasting peace. 11 xox Their motto is !Win in Vietnam; hit Haiphong. 11 They have
had amazing success with their suggestion of conventional B-52 raids, hitting
Haiphong Harbor, severing the
bridge. Doing these things one at
a time, each time giving North Vietnam a chance to come to terms. They were
very impressive.
K: I've got to get a look at their scheme. Are you going to be in Southern
Calif ornia while we're there? If you'd like a briefing, I would be glad to give
it to you. Send their information to the Western White House.
