TELECON Bryce Harlow/Mr. Kissinger 2:40 p. m. , June 22, 1970 H: They adopted the Byrd Amendment this afternoon -- with about 45 votes against it which further weakens the document. They are tired out and want to drop it. In a meeting today of the leaders and the most vigorous supporters of the President, they are demanding that Griffin and Scott come to see the President this afternoon if possible to talk it out with him. They want to find out if he insists they carry on through June 30. They could claim a victory with the Byrd Amendment, and even add on the Gulf of Tonkin. I am sending a note to this effect to the boss. K: I am not surprised you are mixing into my business. I saw your generous remark that no one could get between the President and the Cabinet. What do you think I have been trying to do? H: I thought of your name but mentioned Mollenhoff instead. Everytime I say "Mollenhoff" I think Kissinger. What is your feeling about this? K: I thought we overplayed things all along. I wouldn't have suffered any pain if it had been settled earlier. H: It doesn't bother you if they drop it? K: Being SO close to the 30th, I'd just as soon they carry it beyond the 30th but I don't want a rift with Griffin and Scott. H: They are SO sick of it. They are now saying they are going to the top for a decision -- rather than deal with people like Harlow -- if they have to go through more of this nonsense for a week or 10 days. They made it clear and have given me their word they will carry it off -- and they will stick if the boss wants it. K: I would slightly prefer they hang in. H: I would, too, but on the other hand, they think it doesn't do any good politically to hold any more. K: If we can make them hold, I would make them. lds
