TELECON Kissinger/Van der Beugel 6-22-70 11:05 pm - 2 - V: I simply cannot judge. It's whether to be in Vietnam in this way is an element in what you have got to do in other parts of the world. In my opinion it is. In my opinion, an end in the thing in Vietnam which would be humiliating would gravely affect the condition in this. K: And affect the domestic situation unfavorably. Despite what they are saying in New York, only youth can think cowardly collapse. V: The only real issue in staying there is the way it will affect you in a positive way to the rest of the world. The essential thing will not happen in Southeast Asia but in the Middle East. K: Everybody agrees on that. V: How can you prepare yourself in the best way for what will happen there. The worst way is to run. K: Nor will it help us domestically. V: The intellectuals of the Johnson and Kennedy Administrations (not the crazy professors . .) are the neo-isolationists of the 20th century, K: Did you read of the visit of my Harvard colleagues? V: I read. What happened? K: They all came in and resigned from the Government. They didn't have positions in the Government but they resigned from the Government. Very dramatic. Shelling was the most obnoxious man who came to Washington. Eliot Richardson and Packard also felt he was the most obnoxious. He was superficial, petty. It was awful. V: Was B there? K: No, not B o Neustadt, Kistiakowsky, Yarmolinsky I the whole government-in-exile. V: I think the basic question is whether in spite of all the pressure, people in Washington are still able to see where the real priorities are.
