K: I just wanted to tell you that Mitchell and Stans got to the President
and they are urging him and he agreed that Stans should make a statement
tomorrow, on political grounds, and I just wanted you to know this. I
had it set up that Stans would ask for a delay until Monday and we would
review it in the interval. I just had a note from McCracken regarding
presenting the position. The only thing I can see is if you want to
appeal it to the President.
R: Does he know those objections?
K:
I did not myself talk with him. I told Mitchell I wanted to make
sure you had objected to it and Mitchell said he had stated your objections
and he says he put it adequately and he felt the political considerations
were overriding. I cannot guarantee it. Do you want me to call the
President?
R: Maybe it is the right decision, but we don't have to do it in the
morning.
K: That is their argument. That the Democrats have asked for 3 hours
of the floor tomorrow and if we wait until Monday it looks as if they
beat us into it.
R: If it is a political decision that is it. I have no way of weighing the thing.
K: I don't either. I refused. They came to me and asked me to join
them. I said I couldn't possibly do it since I don't know those considera-
tions and from my point of view this was a dangerous proposition.
Mitchell talked to him because I refused to do it.
R: It's one of those things that is going to hurt the President a good
deal in the foreign policy field generally. I am not sure it's worth that.
I think the textile people would be just as happy. As long as they get
what they want they don't give a damn how the President does it, but
this is very important to the rest of the world.
K: And also to shoot the day after
R: Yes. I think he makes a mistake when he does things quickly and
doesn't hear other points of view.
K: I thought we had it set for Monday and then both Stans and Mitchell
called me and I said I see no reason to take a political appeal to the
President SO they called him themselves.
R: Well, let it ride. I think it is one of those things he is going to regret.
