M: I am sorry to bother you but I have two things. First, U.N. development.
I am chairman of a committee to work out development of U.N. to take care
of facilities and build up the facade. A major real estate operation in light of
of the danger of a group who is trying to move the U.N. from N. Y. We've
cleared through the State and city governments and now it's down in the Federal
Government. I think if it fell off the track it would be a serious reflection on
the Administration. I think we need someone to pull it togather. Get ahold of
Flanigan. Someone needs to get Treasury and HEW together to guarantee
payment of bonds. Flanigan knows about it but no one seems to be pulling it
together. If it fell through you might have repercussions with U.N. people
thinking we have not done what we should have to make facilities in NY available.
K: I am not up on it and will have to look into it.
M: Just a little while ago I got word that Riad was in NY. He wants to see me.
He's going to Moscow tonight. Is there anything I should say?
K: Listen to what he has. Talk to Sisco.
M: He is out there, isn't he?
K: He isn't in San Clemente.
M: Well, pethpx perhaps San Francisco then, He is on the West Coast.
K: Say to him that this is a serious and major effort in which we have shown
restraint and we need encouragement from the Arabs.
M: That aan't do any harm.
K: This has not been easy.
M: He was called to Moscow tonight.
Kexhad arranged to see him more leisurely.
I
don't know he was here until today. If I have anything from him I will let you
and Sisco know. I have to go to the hospital tonight for a check up. I will get
word to you.
K: Just a routine check-up?
M: Yes. we sent you a letter but I will talk to you about the SALT letter after
I get out of the hospital. And if you will get in touch with Flanigan. It's
important because the Nixon Administration might get xxxx criticized if we don't
see that the U. N. gets what it needs and cooperates with State and city governments.
