TELCON Ambassador Dobrynin Mr. Kissinger 8:30 a. m. PDT, 6-30-70 K: Anatoliy, how are you? D: Alright, what is the time now in California? K: It is 8:30 here. Where are you - at the Embassy? I have been reading your notes and have discussed them and we will, of course, consider them very carefully but we have one procedural problem. I would like to discuss some of this personally with you next week when I return. In the meantime, could your people in the other place take off some of the pressure of an early closing? D: I did not understand what you said. K: Our people in Europe are of the opinion that your people want to wind this thing up by July 15. If your people could stretch it out, it would give us a better opportunity to go over your suggestions. D: You mean one week more? K: Preferably to the end of the month. Also, there was one particular suggestion you made about reducing the dangers of conflict which has not really been addressed yet. They can discuss it there but if your people wanted to have something to discuss and they can discuss that -- D: As far as I remember, there was already one discussion. But they did not go into any detail. K: By the end of this week, they will get it. D: OK, I will mention it to our people in Europe. K: Will you let me know if this is OK because it will affect what we will do. You and I can decide next week which way to handle this paper you gave me.
