K: I have had a chance to talk to the President. I took the liberty of making
the point on "reluctant" and he has ordered it be put into the statement. He
is in principle against "legislation" but has reluctantly concluded no other
choice. We have taken out the name of the President. Just say the
Administration has decided, don't you think?
R: Yes, much better. You can do things politically and still be a little
subtle and wise about it.
K: We shouldn't look as if we did it in anger.
R: Even the timing is a little bad. I think this is a lot better, Henry.
