M: Have you seen the New York Time
K: No, I've heard stories but haven't seen it.
M: I wonder if I might check a few points that raised questions
in my mind: The group--WSAG--formed - in April of 69 played a
central role in the Cambodian adventure from late March on, this
story says. Was there a WSAG meeting on Cambodia in late March?
K: I would have to consult the records. I wouldn't be amazed
when the crisis hit if we had a meeting.
M: The crisis being Sihanouk's ouster?
K: The sanctuaries. We would have had a review of the contin-
gency plans--that's - - standard. It's probably true. But WSAG never
discussed the invasion of Cambodia plans till what I told you. The
only discussions prior to April 20 concerned what military assistance
could be given to Lon No1, to the government. There was never any
discussion of the operation before April 20.
M: Okay, I see the nuance. Second, the Sunday meeting of the
NSC. It says that Nixon said that he decided to do something. It said
that Parrots Beak had tentative approval; that FishHook [didn't understand
what he said]. My understanding is that Parrots Beak had tentative
approval but without air support or advisers.
K: Exactly. He approved that if necessary there would be
air support, but not at the start with that. It's a fair presumption that
he thought he would have it. But no U.S. air was there for three days.
M: Let me check again on what you said, of course we're not
quoting. The Vice President was not there., I believe you said because
he was not invited.
K: Well, actually Agnew was out of town, but probably he wouldn't
have been invited anyway, but I don't know.
M: Why?
K: Because
