U. Alexis Johnson.
7/2/70 8:45 a.m.
K: I am returning your call.
J: I talked with A1, but I'm glad you did. On the Telegram from
Rogers in the Thai drawback.
K: Bill iss right. That's what the President said and I tried to
convey it to you.
J: What I propose to do
K: The Packard memo is a little specious. We are not putting
in F-4s to replace
.
J: No, but we're putting in 130s and B-57Gs.
K: Not into Thailand.
J: Yes.
K: How many?
J: I don't know. I can get a number out of him.
K: My suspicion is that they won't put in anything like the number
they are taking out.
J : No, not as many, but on the other hand if he doesn't do this
he'll have to take out something somplace else. They aren't effective
in these situations. I propose to go to the Secretary and ask Len for specific
me
modifications to give xxxx a basis for talking to Packard.
K: Why don't we do that?
J: Len Unger is agreeable to a considerable drawdown.
K: We have these studies going on. Why don't we wait for them.
J : Let me ask him what he would suggest in modifications.
K: Okay, but you can tell the Secretary he understood the President
correctly.
J: Yes and I'll tell Packard. New subject: the Japanese want to
