Telecon Joe Sisco 7/13/70 5:40 p. m. K: How did it go with Dobrynin. S: It was a brief meeting, in which I asked him the state of play and he said they were still talking. It will probably be a little while longer. K: He's seeing the Secretary tomorrow isn't he? S: There's nothing I know of. Maybe later on in the week. Then I did what we talked about Saturday night. I've put that down on a piece of paper and I'll send it over to you tomorrow. just for you,, won't go to anyone else. K: Well, the President wanted me to tell you that he was extremely pleased by what you did yesterday. He doesn't expect it but if you get any flack from anyof your colleagues, he wanted you to know that he's behind you. S: Well, between you and me xxdxx the only flack I got was from the Secretary of State. K: Really? The President is a terribly preceptive man. He told me he would bet me a thousand to one that you got hell from the Secretary and he wanted me to call you and reassure you. I didn't pick that up. What did he give you hell about? S: It's a long story. Let's just say that I took it and it'sover. I just don't want this thing to go on. K: Nothing you say to me will go on. S: Well, first, he thinks there's been too much talking. I said to him that you and I did a good job. And he's got a thing about "expel. 11 I defended it. K: Did he read the transcript? S: Apparently he didn't. Of if he did, he didn't understand it. I said I thought what was done in the White House was right. You retracted it. I said the President decided to put the emphasis onthe Soviet objective. He says we've started a great war crisis in the country. I said we have only alerted the people. Idon't see a war crisis. But I got hell. K: You ppor bastard. S: What was said at the President's meeting.
