really are already winning this war.
K: Do you agree with them?
S: There was no H and I fire at night; no B-52 raids, no impression that
the war is close.
K: Did you go to Phnom Penh with Marshall?
S: No.
K: I loved his report. Did you read his second paragraph?
S: No.
K: [Read paragraph] We are not going to be able to get Marshall for
making a rash prediction.
S: He came back much more sanguine.
K: That's right, and that's the sense I got from it.
S: You find that there's more resiliancy from these primitive than it
looks like from outside. You have the feeling it's not going to collapse
suddenly. The only Cambodian I saw
[didn't understand
name] is reasonably confident. There's the question of Japanese assistance.
This is something we're going to go over more. They need to be convinced
that this is the winning side. On the rewinte of NSSM 84, that's still in
your shop?
K: Right. It should come over tomorrow.
S: I've just been talking with Alex about David Bruce's schedule. I
think he should go to Saigon, just to show his face there before he takes up
his duties in Paris.
K: There was some feeling that that was not desirable.
S: Alex thinks he should. If he's going to be with Ellsworth, he could
