preliminary soundings, but be careful about picking people now because
you happen to agree with them. You may not feel that way once you get

What I need are analysts, not advocates. Everyone who comes to see
me is an advocate. Once you have the job, you look at it from a
Presidential prespective of what helps him to see the problems properly.
S: No, Brehm and the staff are the two profix points I wanted settled.
K: I was going to expand, but I thought I would hold up for the new
man. But you should get going on that quickly.
S: Let me think this through one more time. It's not an easy decision.
K: No, my judgment is that it's the single most important job on my
staff and can make the greatest difference to the government on a permanent
basis. On the 16-hour day part, I don't care about that. If you can get your
work done in 8, that's fine. I don't know whether Larry works like that, except
in peak periods.
S: I'm very anxions to earn the kind of confidence that Larry has had.
K: We've just begun to tap the possibilities of thos position. It can make
a 10-year difference to the government. In SALT we've already done it.
And we are just beginning to scratch the sufface of the defense problems.
S:
I agree. What timing do you want from me on whether I will take it?
K: I was under the misapprehension that you had already decided to. On
that basis I've turned down everybody else. Can you let me know by the end
of this week?
S: By the first of next week? I need to chat with my parents. I've got
to convince my father--who's - a dyed in the wook Democrat--that this is in
the national interest. I want to make to clear I did not want to be leading
anyone down the primrose path. I thought I had no decision to make. Now
that I know I do I will, but I have to have about 5 days.
