TELECON Mr. Kissinger/Dr. Milton Katz July 14, 1970 -- page 2 Katz: After 3 or 4 days we could just say fine, we have had very (cont'd) nice conversations now let's go home. But we agreed to produce a document. Contacted Dean Rusk, showed it to him. We wanted to show it to President Johnson but Rusk made it clear he did not agree with the document and would make his position clear to the President. It was taken to the White House and a copy given to Walt Rostow with the understanding that it would be given to the President (who at that time was on river/cove), Got word that Joe Kraft had it and intended to write his column about using the document. Contacted all the members of the group asking them -- do you want to publish it and do you want your name attached? Some members of the group agreed to having it made public -- some did not want their names attached. It was our assumption at that time that someone in the White House and Department of State wanted to kill it SO it was leaked. We have this experience very much in mind. We are not having a large group but a small group. K: What is your timeframe? You know whether you have the large or small group -- I take it for granted that anything you come up with will go X00 public either by means of a small group or a large group. I have found it impossible to have a discussion on these issues that didn't leak. Katz: The only accurate answer I can give you is that the group as a whole hasn't (interrupted by HAK). K: You were going to come out with the would come out next year, now it will be part of the debate next year. Katz: Didn't intend to mislead you. K: No, I deduced from what you said that the timeframe was different. Katz: Joe tells me you suggested we get together and talk about it. K: No, he suggested it to me. Katz: It might be desirable.
