But we agreed to\nproduce a document. Contacted Dean Rusk, showed it to\nhim. We wanted to show it to President Johnson but Rusk\nmade it clear he did not agree with the document and would\nmake his position clear to the President. It was taken to\nthe White House and a copy given to Walt Rostow with the\nunderstanding that it would be given to the President (who\nat that time was on\nriver/cove), Got word that Joe\nKraft had it and intended to write his column about\nusing\nthe document. Contacted all the members of the group\nasking them -- do you want to publish it and do you want your\nname attached? Some members of the group agreed to\nhaving it made public -- some did not want their names\nattached. It was our assumption at that time that someone\nin the White House and Department of State wanted to kill\nit SO it was leaked. We have this experience very much in\nmind. We are not having a large group but a small group.\nK:\nWhat is your timeframe? You know whether you have the\nlarge or small group -- I take it for granted that anything\nyou come up with will go X00 public either by means of a\nsmall group or a large group. I have found it impossible to\nhave a discussion on these issues that didn't leak.\nKatz:\nThe only accurate answer I can give you is that the group\nas a whole hasn't (interrupted by HAK).\nK:\nYou were going to come out with the\nwould come out\nnext year, now it will be part of the debate next year.\nKatz:\nDidn't intend to mislead you.\nK:\nNo, I deduced from what you said that the timeframe was\ndifferent.\nKatz:\nJoe tells me you suggested we get together and talk about it.\nK:\nNo, he suggested it to me.\nKatz:\nIt might be desirable."
