Mr. Kissinger/Dr. Milton Katz
July 14, 1970 -- page 3
K:
Except for you and Joe Johnson, I know everybody's view
on the group. The only other things is what the impact of
this is going to be. Cy Vance isn't going to change his view.
Jim Thompson of the London Sun Times just sent me an
article and he isn't going to change his view. Ridgeway
isn't going to change his view. What are we going to get?
I don't happen to know your view and I don't know Joe's view
(pause). Bonesdale view isn't going to change.
Katz:
It may be that what you foresee may take place. It is my
hope and my intention that that not take place.
K:
I would be delighted to meet with you, might even meet with
the President. The basic issues by now are fairly clear and
therefore most of these things get treated as political
Katz:
In the course of the first meeting, some of them
.
I said
President Nixon will be President at least until January 1973.
there is no requirement that he accept Option A,
B, C, D, or E but what can we do
Conclusion that he
can regard as fundamentally acceptable to his own position.
I can see quite clearly your position, his position
entirely
warranted. You have done all the staff analysis possible
(interrupted by HAK)
K:
No, no, no. From the people you found, already drawn two
conclusions. There are two things, first, any recommendation
on Vietnam would be in a margin of 53 to 47 on either side of
this debate. The pros and cons
and two divided. You
can't
back and found between these two
minimum
degree of national authority. I saw Cy Vance today -- not on
this but Yale and student problems and SO forth -- If you take
the John Gardner balance everybody against everybody -- you
come out even.
is a contribution to the erosion
to any authority, therefore that is one of the factors.
Katz:
Let me put this to you -- 14 months to
most of the
people you asked to call these groups regarded themselves
.
We went off to the country for a full-dress review. Just
changed in Chairmanship, will be changing (couldn't hear
and
missed name) -- talked to several hundred people, review
