L: Yes. As far as taking care of the Chairman. I want the Chairman
of the Joint Chiefs and the operating group to be the same guy. He will be
two-hatted for awhile. But I don't think we should get into these things till
we've studied them. The Chairman will take his J-3 staff
K: What happens to the Joint Staff?
L: The Operational staff will be
that's what the Chairman does
now. You can't get a decision from the Joint Chiefs now; you have to go to
the Chairman.
K: That's why the President feels SO strongly about having it be one man.
L: That's right. That's That's why this language is so important.
K: Can we do this on reorganization authority or do we need legislative
authority?
L: The only thing requiring legislative authority is setting up a new
Deputy Secretary. They recommend that Research and Development be
separate from Testing and Evaluation, and that would probably require
legislative authority too. The reason I think the language is SO important
is that I don't want Ron in a position where he commits us to everything.
Also, he will say that this doesn't affect the 71 budget. I want that made
clear.
