TELCON Laird/Kissinger 9:330 am 7/14/70 L: The other day when I visited with the President on military assistance, and we got into that problem of sfipport assistance or MAP assistance or VN programs before the Congress. When we are moving on Korea and Cambodia is it time' to go to Congress? Fulbright will not support this. I am afraid will wait too long. K: What do you think we should do? L: We have to be willing to go for a request. K: A supplemental? L: I thought from what the President said he was willing to do it. He said that day to go ahead. So I figured he would want to do it. The thing that bothers me is that problem with Greece and Turkey. Goodpaster has been raising hell. K: I think what the President is thinking of is making the Korean negotiations tougher. L: We ought to xxxxxxx wrap Cambodia into it. K: And make it the Nixon Doctrine, L: We have to have this Korean thing ready next week. Dave is going over. K: Why don't we aim for as soon as he returns from there. L: And we can go on Cambodia n thing then. We should sell this as part of the Nixon Doctrine, If we let the decisions drag out, we will be in bad shape and people will wonder why we didn't do something. K: As soon as Dave comes back we will try to move on the supplemental MAP. L: And we will try to get the tentative thing to you Sat. or Monday. This economic assitance on VN we should put it out on the line some day. K: It's also the Nixon Doctrine, I W agree with you. L: You will get heat on this. K: We will get it anytime. L: ? ? ? ? ? economic assistance program to India. K: To hell with them. I will urge it on the President and I think he will go ahead with it.
