P: I wanted to ask you about one thing. In respect to Laos how open do we
want to be? If it's too open the Senate will jump up but we want to leave it
open from the stand point of xxxtx others. Wilexatx What

want?
K: We will expand Prairie Ere deeper into Laos.
P: No full scale plan?
K: No, that's right. It's noticeable to the other side but cannot be proved.
P: I will play it as little as possible. The difficulty is if I say I have no
inofrmation I don't want to appear to be duplicitous.
K: If you could find an open idea that Dobrynin will pick up.
P: I could say I know of no plans of the SVN to go into Loas at this time.
Will he get that?
K: I think SO. Or there are no plans.
P: That's right.
K: I know of no plans or say, tax at this time.
P: I know of no plans for the SVN to go into Laos at this time. If they ask
about future time, I will say I will not speak on that. We don't want the
Senate scaring.
K: I would err on the side of caution on this one.
P: The thing we have him on is coalition government.
K: I sent over a suggestion.
P: I saw that. The whole problem there is that -- the best thing is to give
a flat statement that we have no imposed coalition on SVN. It must reflect
the will of the S. Vietnamese and all political parties will participate in the
process.
K: The idea of referring back to the previous answers SO that they won't
think we are detaysing drawing back froma lot of noise is a good one.
P: If they do go further ? ? ? a political solution reflects ? ? ? in
the Parliament.
