P: One point that I think is not coming off -- the Bruce anser. They will
try to nail whether there are any new instructions.
K: I have been talking to both Bunker and Bruce this afternoon. They think
that the time for you to move is in later August. Say that in Vienna the
talks have been secret and that we haven't revealed (or leveled) instructions
for those and the negotiations will
.
P: As for SALT it has been stated that Smith had new instructions when he
went back?
K: Exactly.
P: So I won't say what they are. To discuss our and their proposals and
any recommendations for new approaches that they may have.
K: And that will hold it through Aug.
P: I won't discuss new initiatives. Cease-fire -- we have often offered to dis
cuss it and there has been no response.
K: I wouldn't refer to private sessions.
P: We have been willing but there is no response from the other side.
