TELCON President/Kissinger 7:55 pm 7/21/70 P: One very pleasant thought occurs to me in a circumstance that is not very happy. I talked to Dewey today, his wife died you know, and he said now you know why I couldn't do what you have asked me. Now he probably will be. He is tough, strong and ideal. He could do the Under Secretaries job at State. He could do Saigon. He has run the biggest state in the country. K: And he wouldn't feel he had to over throw Thieu. P: And he would run that $1 ow and be a xxxxxxxxxx tough guy and very loyal. We have to do something on that very soon. K: Bunker now says he sees that he cannot leave. P: Well, he can stay on there fork a while. Bruce doesn't look well. Maybe it's his age. If something happens, maybe he (Dewey) could do Paris. We know he XX would do what we want and he would be highly creditable. K: A strong right arm for you. P: I would say this is the way it would be. K: Or any Cabinet post. He would be X superb at Defense if there's a need for a change. P: Or Treasury. K: I think he could. P: He knows the situation well enough to run the Dept. K: He is a first class man. P: I felt very good about that meeting. K: This was the best. No one could come away from this -- I told Haldeam an that you have your own administrative methods that seem to work. More discipline at that meeting. It came out perfectly. P: Even Bill was saying, let's just see what the President says. K: And not pushing their plan. Bunker said they had him in the woodshed xixodx today, working him over. P: I bet it wasn't Bill. Maybe Sullivan. I didn't write the memo. But if some-
