K: Joe, Rabin called me again yesterday about the trip of Mrs. Meir.
He said she didn't know when she wanted to come. I think if you agree
we should tell him that if she comes for something clearly not official
and if she doesn't come with a big shopping list, it may be good to
twist her arm in this new phase
S: This new phase isn't really relevant to her coming. I don't disagree
with this. I told Rabin that my concern is that if she comes here, she
would find it very difficult to come here without really pumping us
about what America has got to do. I told Rabin that we have now finally
established this military relationship
We don't want Golda to come
here asking for credit. What good would it do when we're doing SO well.
On the other hand, if she insists, how can the President turn her down.
K: XXX If you don't get a reply for a week, when you ask again, we
can wait another week. Then if you don't get a reply, we don't go.
Since he's pressed twice, I don't think we can refuse. Tell me if
you think we can refuse.
S: It is not a good idea. I told him it is not a good idea. He said you
owed him an answer. He possibly wants an answer before he goes
home -- he goes home next week. You better check it out with the
President.
K: Check it out with Rabin. Our concern is that you not create any
deadlines, etc. But if you insist the President will see her very
reluctantly.
S: That's the way I would handle it. If you want, he will stay on the
limb for personal judgment.
K: President commented that your report was superb.
I'll talk to you when you're out here because the President has very much
in mind what happened in the last two weeks.
