R: I talked to Joe. I told him the idea of agreeing to it is
okay but to be sure the weapons aren't delivered, or at least used, till
we get the answer. It might upset the whole applecart.
K: Why don't I talk to the President and call you back?
R: I don' t think he will object to this. We won't ever get
them there that soon anyway. o But we should be careful. If the Arabs could
claim we introduced new weapons it would give them reason to go ahead.

K: Well, what do you recommend?
R: We recommend 'yes' to Israel. Encourage them to go ahead
but we wantito be sure it's not introduced in the wrong way.
K: Shall we leave it that if you don't hear from me you will
go ahead?
R: Good.
K: And do the notifying.
R: Okay. One other question: what did Mel talk about at
the Bohemian Grove?
K: Defense budget.
R: And talk about ABM?
K: Very little.
R: I'll say a few words about that. It's timely.
